In most cases the issues are related to a computer firewall or router blocking the server IP address or connection type (example PPTP VPN) and hence the connection fails to get established.

-- Try PPTP VPN and L2TP IPsec VPN
-- Connect directly to the modem using a cable and test.
-- Disable firewall and test.
